Can I create website on local computer?

    I’m new to this. Want to create a photo blog. I have WordPress 3.0.1 and Photocrati themes installed on a hosted web site (by blue host).

    My question is, can I install Woredpress and Photocrati locally on my computer, and upload any changes to the actual published web site on my domain?

    I have both WP and Photocrati installed successfully on my website, but with a slow internet connection, I would ideally create the site locally, and upload it when complete. Is that doable? Suggestions on how to go about it?
