Serving different content for mobile devices (dynamic serving) is a common technique. I don’t think it has any “bad” effect on SEO, as long as you are not cheating Google.
Generally, if your website is serving different content for mobile users and you would like Google to index the mobile content, you probably need to do some extra work. Here is the Google mobile SEO document: https://developers.google.com/webmasters/mobile-sites/mobile-seo/
For “dynamic serving”, Google suggests to add a “Vary HTTP Header” to request Googlebot for smartphones to crawl the page, and thus discover the mobile content:
