also the permalink is https://castroscleaning.com/pictures-8/ and there is no “parent” i dont know if that makes a difference

Im not sure, it was an old webdesigner who created the page. I just started working on it yesterday and everything else seems to be working normally

Then most probably he have hard coded the menu, and have not used wordpress page menu function to generate the menu.
