Can a skilled developer take over this plugin?

Can a skilled developer take over this plugin or build a similar one? This plugin was one of the best plugins out there in terms of commenting system. It is not like the other ones, you can actually import Facebook comments directly into your WordPress site as native comments! It will sync them and it will even keep their profile photos and also direct link to their Facebook accounts as if they had accounts created on your site!

I will really love to see this plugin resurrected.
