Can a plugin BE a simple iframe?

  • I’m super new to wordpress (I’m a Joomla Guy) so forgive my ignorance.

    I’d like to know if a WordPress plugin be simply an iFrame?
    I’m not talking about a plugin that allows iFrames on the front-end, but rather, I want to create a back-end plugin that is simply an iFrame to an external website tool.

    Is that possible? Are their rules or guidelines against something like that? Although the website tool is really amazing, would it be considered a crumby plugin because it was delivered through an iFrame?
