Call to undefined function wp_kses normalize entities()

    I have just downloaded the latest version of the WordPress [3.2.1] and am trying to install it on a sub-domain https://mtltvshow.powersoftworld.com. After having established the connection with the back-end, when WP proceeds to Step 3 of installation it returns the following error:
    Fatal error: Call to undefined function wp_kses_normalize_entities() in ../wp-includes/formatting.php on line 2261
    Can any body suggest a remedy to it?

    I have just uploaded the WordPress files once again, and am able to get rid of this ridiculous problem. Thanks all
