Call to undefined function get_front_page_template

I recently switched themes to Twenty Seventeen, and now see the following error intermittently when navigating to the site:

Fatal error: Call to undefined function get_front_page_template() in D:\home\site\wwwroot\wp-includes\template-loader.php on line 49

I cleared caches, removed plugins, and reinstalled the theme but still see the error. This seems like it could be an underlying WordPress issue, since it stems from wp-includes, but it only started happening after the theme change.

Is there a suggested way to debug and fix this issue? Thanks.
