    i have issue in my blog
    if any body click refresh page many time the site give this error
    Fatal error: Call to undefined function get_bloginfo() in /home/qoskps/public_html/wp-includes/class-wp-locale.php on line 233

    same time the CPU load become over limit

    try uploading this /wp-includes/class-wp-locale.php file from a fresh download of WordPress

    what theme are you using?
    i think it has something to do with rtl

    I get this error after trying to install a new WordPress.
    I downloaded version 4.8.1-he and copied it to a new site on a shared server.
    When I run the wp-install, I get theis error:
    PHP Fatal error: Call to undefined function get_bloginfo() in …/wp-includes/class-wp-locale.php on line 233

    Can anyone tell me what to do?
    It is a fresh install.

    UPDATE: I found the problem.
    One of the items in the config file had a spelling mistake.
    After I corrected it, it works well.

    what was the mistake? and how a spelling mistake may be causing this error ?
    Or you mean that it was a code written incorrectly?
    Can you please provide more information about the cause of the problem as well as the fix?

    The wp-config.php keeps the DB and User nanes.
    I had a mistake in the user name.
    My guess is that because of that error, the Install.php was not able to access the DB and gave the strange bloginfo() error.

    writing the user name incorrectly will give another error, it will give you “error establishing database connection”, so keep an eye on your website, the error may appear again, and also keep an eye on your plugins and the “plugins” folder.
