call to emoji still in

Perhaps I misunderstand how it works.
Added bonus: Disables all “emoji” functionality in WordPress 4.2 and above.
With the plugin installed there is still the call in the
<head>to<script src="https://domain.com/wp-includes/js/wp-emoji-release.min.js?ver=4.2-beta4-32021" type="text/javascript"></script>How is that disabling all functionality?
