cagetgory or tag page <title> Captalized

I use lower case as a style choice. In posts, pages, wordpress respects this – if I click on a cetegory or tag, the resulting web page Capitalizes the <title> attribute for the tag – even though the tag is NOT capitalized, at least the wp_terms table seems to have the right case…

I cannot so far find where or how to change this behavior – I think it’s in the call to apply_filters from wp_title function in general_template.php, but I can’t seem to get it to stay the original case.

Can someone point me to the offending code that causes the title attribute on pages collected by “category” or “tag” to be capitalized? And beyond that if possible point out what change would resolve this?
