Bypasses other restrictions

I restricted creation of site to some certain user role, but grant access to for group creation to all, but this plugin makes it possible for everyone who can create group to create site thereby bypassing all other restrictions.
For those that has not already created a site, it gives them option to select the base site as their site, of which they do not have admin access to. One ought to have access to select a site which he has admin access level/role to.
The pages that appears on the group are all that are created on the selected site no matter their settings, index/no-index. It ought to be some selected ones. There is no need for login/registration, activation and some other pages of this kind to appear on the group.
With so many others, but the author is not responsive in handling issues.
