Button open in new page

Hi,

We currently use another plugin (WP Notification Bar) and that person is not responsive at all. Does your plugin have a feature where the button will open a new page?
Sometimes we like to link up to a different during emergencies (for example an earthquake) where we would like to link up to USGS site and we want the page to open a new window.
