button color doesn’t work

there are problems with the button color, when I set the text color for outline button on the edit-page-block, either the color won’t show on the page , and the whole button will gone as long as mouse hover the button whenever there is a link for the button.

If I change the button color/hover color on the site-skin setting page, the color never show on the site.please test and advise, thanks
