Bulk Options Missing

For some reason even for Administrators (even though all permissions are checked), Bulk Edit, etc options are missing. The whole drop down is missing, and the select all for the checkbox is gone too. Disabling the plugin doesnt seem to make a difference either. I cant figure out what else might be causing it though and I am not sure if disabling this plugin is enough to properly test things as it might set things that dont get changed when you simply disable this plugin. Thoughts? Its happening for all post types and even users, media, etc.
