I’ve tried to replicate this a few times on my end, but I was out of luck.

I noticed there are quite a few products to modify at once. I wonder if you considered changing the Number of items per page from the Screen options section to a lower value. Sometimes the request will time out if the server won’t be able to handle a larger amount of products/posts. Given the current specs, it shouldn’t do it, but I’m crossing my fingers!

Furthermore, after researching a bit, researching a bit more, this appeared to be a plugin conflict or a server related issue. To start, I encourage you to run a conflict test as explained here and if this doesn’t happen to enable WP_DEBUG and check for any error logs that are store in the /wp-content/ folder.

URLs sizes have a limit (about 2k characters), and WordPress/WooCommerce use a GET action for doing the bulk actions, where the IDs are appended to the URLs hence generating huge URLs if you have too many items.
