Building Website online while showing (Under-construction Page for visitors)

Hello,
How I can build WordPress site and edit it, but I don’t want the visitors to see the site while I’m building and editing it?
I don’t want to build the website on localhost, but online because I want to see the things how they look online and in mobile devices.
