• Getting a internet service provider and their server information before the website is done seams like putting the cart before the horse. Why can’t I first download the WordPress Dashboard and text editor onto my computer and write the web pages for my website which are all static text and no graphics. And when the website is ready then find a ISP to host the website, and upload the pages and supporting files. I already have a domain name that I used for a previous Microsoft frontpage website.

You can. I like using https://local.getflywheel.com/ for local work.

When you’re done, you can move the site to a permanent host.

Just to be clear, an internet service provider is a company that you pay to provide a connection to the internet (for your phone or your house). To have a website, you need a company that rents space on their server so you can store your web pages there and point your domain name to that space.
