Build client site, then move it?

In the past, I’ve built the client’s site on their own domain, but I’m looking for advice on a different scenario. When I’m building non-WP websites, I built the entirety on my server, then move to theirs – can I do that with WordPress-hosted sites? I use BlueHost hosting. I would like the site to have it’s own WP account so I don’t have to do anything else afterwards as I am not maintaining their sites after the project. These are NOT going to have active blogs – I’m just using WP as a content management system with a premium theme.
