Bug?site view when logged into admin

I have had a problem the last few weeks and decided to go here and ask about it currently i have the codon theme, and i had a text widget and removed it because it didnt show up as a link and didnt like it anyhow so i noticed it didnt disapear when i was logged in so i disabled footer widgets it was still there! ok so i went to IE and went to my site no widget was there! now when ever i change content and try to preview it while logged in it doesnt show up!
IDK what the problem is but i need some help or maybe this is a bug!
