Buggy Custom Permalink Mod Rewrite after migration to new host

Hi,
I need some help approaching a buggy problem: my permalink failed after migrating to a new host server. What I have found on the forum hasn’t been helpful and I don’t think anyone have solve this issue yet. A search on “broken permalink after migration” brought up a few posts that are at least 5 years old and unresolved.
I successfully moved all my posts and pictures to the new host. My link works if Permalink feature is turned to default. I went out of my way to make sure Apache2 is configured correctly with the .htaccess file to allow mod rewrite. However, I can’t pinpoint where is the problem.
Propositions:
1) Apache2 is not reading rules from .htaccess file and therefore failed to get the correct URL (I think this is unlikely)
2) WordPress installation is broken because wp-admin/install.php didn’t executeSome complications that could contribute to error:
1) New host is running two sites (only one is using WordPress) whereas old host was running oneMy wordpress site is working as expected with the default URL structure meaning the PHP code works correctly and the data integrity was uneffect via migration. When permalink structure changed to using %varibles%, I got 404 page not found.
