buggy?

I manually put in the multi star rating on my products (woocommerce based). I want to be able to vote more than once, or let visitors vote, but unfortunately this does not seem to work. I have tried setting ‘everyone can vote’ in the tools menu, and anywhere else I see the option – it does not seem to save or make any difference?
Is the plugin THAT buggy? (I have also tried with every other plugin disabled).
