Bug with prevetion of unpublishing a post?

I’m not sure if I”m getting this wrong or not… but with the plugin enabled a contributor and owner of the post can unpublish a post.
This is the user with a revisor role… I need to make sure the user has no ability to take a page offline without editor / admin approval…
However when I edit the page as contributor /w Revisor role I can just change the status to draft… click “Submit for approval” which should ask for approval but that’s ignored and the post status gets changed to draft without approval.

Why is that checkbox optional? Shouldn’t the checkbox force the user to adhere to the language of the “submit for review” button?
Lastly it would be nice to have a filter on the checkbox checked attribute so we can add some of our own logic in there if possible.
Thanks looking forward to understanding if I’m not going the right way about this.
