Bug with inserting tracking number for certain countries

For certain countries the tracking number is not displayed in the order details (under “create shipping label”. It just says “Tracking #: N/A”, and the tracking number is not sent in the order complete email to the customer.

This seems to happen only with USPS labels that begin with “UC”, like China, Thailand, India. Ones that begin with “LM” work fine.
