Bug – Uncheck Minify CSS then CSS not updated

If I uncheck the minify css option, then make changes to the style.css file , the new changes are not updated, the versioned css file is still being pulled

before any changes the css being referenced is style.css?ver=4.8.2:481
then i unchecked minify css
then made changes to style.css file
cleared cache in WPFC also cleared cache and minified css
but the file being pulled is still style.css?ver=4.8.2:481
if I re-enable minify css, then the version of style.css does change, but that is still a bug.
