Bug: The lockout doesn’t seem to be working

Hi, the lockout doesn’t seem to be working on my blog. See this screenshot:

You can see that ip address 208.113.206.117 is trying it on, and gets a lockout at 17:34:47 which I get an email about (the server time is an hour behind my email time, which is why the email says 18:35). I have the lockout time set to 600 minutes, so the ip address is showing as blocked until 03:34 the next day.

However you can see further up my email list 2 further login attempts by the same ip address. Shouldn’t they have been prevented through the ip block?
