Bug report: Re-set latest Posts as homepage !

I just created a page. then I set to show the page as my homepage (from setting>reading) . after awhile I deleted that page. and now my homepage is not showing even my posts.
I got that I should change the “setting > Reading” to show my latest posts. but that option is not shown ! because i have no page !

(therefore I should create a page to make that option appear !!! and then set it to LATEST POSTS and then delete that page, but why ???!!)
