Bug on Menu hover?

Yes the jumping sub menus has been reported a while ago. There is a post on this

You can design your way out of the problem by using css. In other words the submenus always stay open. If not then they will jump around for the reasons given. Basically a finger on a mobile is not the same as as a mouse click.

.amp-menu li.menu-item-has-children ul:block class, its work fine.

But is there any other way to solve it other than opening all submenus and maintaining that status?

I am running ECommerce site, so there are very many submenus.

Well it is the only one I managed to find. The only way over it would be to redesign the menu as my post suggests to use little independent triangles which can be clicked to open and close sub menus.
