At the suggestion of this page: https://theeventscalendar.com/knowledgebase/admin-roles-and-permissions/ I’m using the Members plug-in to create Role permissions for the various user roles. In modifying the Author role I found that when it attempts to create a new Event it cannot add Tags in the tag box on the right. Though, with the Taxonomies > Manage Categories permission set to Grant in the Members > Roles permission modifier window the Author role can add Tags through the WordPress sidebar on the left, but yet cannot add Tags when creating a New Event in the tag box.

An additional issue is that when Manage Categories is set to Grant, it also allows the Author to create new Categories. My ideal would be that there would be separate features for this, so that a Role could only use pre-created Categories and also create new Tags, though I believe that’s an issue for the Members plug-in rather than The Events Calendar.

However, I do think there is a bug within The Events Calendar that leads to the first issue I describe in the first paragraph. Unless I am missing an additional permission option, it seems The Events Calendar does not allow an authorized role to create new Tags even when they should have the permissions to do so. Any thoughts on this? Below are the permissions for my Author role.

After more testing it seems the Tags module on the right of a New Event post is tied with the Edit Post capability for the Roles permission. So, if someone is running into this same issue, it can be “solved” by Granting the Role the ability to Edit Posts (Posts > Edit Posts > Grant). Though I believe this is still a bug, it may be due to permissions within WordPress itself. Would appreciate any developer feedback on this. Leaving it open for now.

I’m having the same problem. Allowing Edit Posts then opens up a ton of options, including sliders on my Avada theme. I have the same set up as OP
