bug in template-functions-category.php

In template-functions-category.php line 409
$cats = ”;
should be
$cats=array();
otherwise in_array will be send the wrong type in the circumstance that this is no populated in the foreach loop.

Couldnt find any bug database to mention this so hope it gets seen here. minor bug anyway but throwing up some unnecessary errors on here.
