Bug enqueue assets woo in Persian WordPress

Hi.

I noticed that the select files and some WooCommerce libraries only load on the settings pages! While many other WooCommerce plugins (third party like: Gift Wrapper for WooCommerce Plugin) need these libraries.
Please set WordPress to Farsi and then use a plugin that requires the select selector, and you will notice the problem.
