Bug: Disabled New Account registration; doesn’t matter?!

Noticed during the last couple of weeks that I’ve had an highly increased amounts of new account registration on one installation of WP; so I disabled possibility of new registrations which didn’t make any difference; has this bug/flaw been taken care of in the latest 2.8.1 version?
