BUG! can’t upload file with Chinese file name

I can’t upload any file with Chinese file name with the wp uploader.

my wp is fresh installed. I am using Windows to host the wp and it works fine with uploading english file name.

I tried to set the encoding to BIG5 or UTF-8 and no luck.

I am using Traditional Chinese characters.

here is some Chinese words : 測試

anyone who is working in wp may rename a file to this Chinese name and upload it, and the problem occur.
