Bug adds OSE "Settings" link to all installed plugins

    OSE v1.5.3 when activated adds its own “Settings” link to all installed plugins on the plugins page.

    1. To replicate, install a number of plugins
    2. Install OSE
    3. On plugins place, note the links of other plugins (Active, Deactivate, Edit, etc)
    4. Activate OSE
    5. Note that Settings has been added to all plugins
