    It would appear that you either did not load the whole plugin or that the permissions on /wp-content/plugins/use-clients-time-zone/js/jquery-cookie-1.4.1/jquery.cookie.js do not permit jquery.cookie.js to be loaded, since jquery.cookie.js is part of the plugin.

    Check to be sure that jquery.cookie.js is actually in the directory /wp-content/plugins/use-clients-time-zone/js/jquery-cookie-1.4.1. If not, re-install the plugin. I.e., delete it, then install it again.

    If jquery.cookie.js is in the directory /wp-content/plugins/use-clients-time-zone/js/jquery-cookie-1.4.1, change the permissions on that directory and on jquery.cookie.js to less restrictive ones so that the file can be accessed.

    Let me know whether or not this helps.
