Browser cache does not work

I have W3 Total Cache 0.9.4, WP 3.9.1 on IIS 8.0 hosted in Azure.
In the plug in settings: browser caching is ON, Set expires header, Set cache control header options are ON for HTML, CSS, JS, media files.
But when I look at the HTTP response headers, there is no “expires” nor “cache-control” header. Also Google Pagespeed recommends me to enable browser caching.
Any ideas why these options don’t apply? Is there any error log for the plugin I can check?
