Broken is DISALLOW_FILE_MODS constant is set to true

  • Looks like the plugin page is in accessible if “DISALLOW_FILE_MODS” is set to true. The capability setting used to check for permissions is “update_core”, and I guess “DISALLOW_FILE_MODS” removes that capability.

    Maybe use one of the following capabilities instead:

    manage_network
    manage_sites
    manage_network_users
    manage_network_themes
    manage_network_options
