Broken Images – 403 error

I recently moved my blog junipergrove.wordpress.com to a new host and bought the junipergrove.net domain. I have version 3.2.1 running and have imported all of the content from my old blog to the new one. All of the images that are in posts/pages that were imported appear in the posts/pages. I tried to upload some new images and it seemed to be working but the actual image does not show up in the Media Library (It gives the name of the image but no image) and appears broken on the pages that I try to add it too.
I also installed a new theme hoping to fix the problem but the images do not show. Even the header image that is part of the theme is not showing up properly. For example I installed the Chip Zero theme and the image header with the waves is missing at the top of my blog. You can see what I mean at junipergrove.net. I tried uploading my own banner and that does not even appear correctly. The link that it gives when I uploaded the banner is https://junipergrove.net/wp-content/upLoads/2011/10/Juniper-Grove-Banner-3.jpg but when I try to view it, it gives me a 403 Permission Denied error.
I have read several articles about needing to change permissions and such but I do not how to go about doing that. Any help would be greatly appreciated. Thank You!
