Broken header, missing files. Help!

WP version 4.7.3This domain was hacked with some SEO Spam malware and in the process of cleaning it up, we seem to have broken the page. Normally, where the error is, is the header that says Dekalb Democrats and has the menu.
At the top of the all the pages, above the header, is the following code

When you go in the dashboard, there are some similar messages:

And it says
Headers already sent in /home/content/95/8549795/html/wp-config.php on line 4.
This is not a good sign, it may just be a poorly written plugin but Headers should not have been sent at this point.
Check the code in the above mentioned file to fix this problem.
