Broken Admin Panel? Dumped to main page…

I’m going to try this again, with a more accurate title and boiled down a bit.
Things won’t save correctly (for some plug-ins as well as the file editor) in the admin panel. Once data is entered and “Save” is presed, I am dumped to the main page of my blog. If the entry fields are blank, it “Saves” with no dump. This is a new issue, and turning Permilink structure OFF reveils a 404 error.
Changing templates does nothing, upgrading did nothing. Mod_Security is on, but no changes were made to the filter settings around or after the problem cropped up.

If all else fails, I have no problem reinstalling WP, if only I knew how exactly to bring my posts and comments (etc.) over the the fresh install…
