Also, I’ve tried installing it through the installer and also by uploading it directly via FTP.

We found an issue for websites hosted on Windows servers which caused broken paths like the issue you’re seeing.

The 3.1.4 release (out later today) will fix this issue.

I have uninstalling the plugin and reinstall but the same problem.
