Bring some sanity back in the admin

This is what is needed if you want the 3.8 visual update, but hates the crowded and busy feeling that comes with it.

It brings fonts back to reasonable sizes and adds some visual cues that makes the interface much more restful. While the changes are very subtle, it is enough to tone down the impression that all elements shout for attention at the same time.

It’s missing a star not because of something bad, but because it is not 100% complete. The table headers in the plugin-area are still white and there are some other similar details that could stand some improvements. I expect it to get the five stars it deserves if & when _hq updates it.

This is closer to what 3.8 should have looked like from get go.
