Breaks WooCommerce Force Downloads PayPal generated return URL

Great plugin – thanks! BUT I encountered a problem today. While testing a site that uses WooCommerce for digital downloads, upon successful payment at PayPal, the return URL was consistently resolving to a HTTP ERROR 403 “You don’t have the user rights to view this page”.
I suspect the URL contains a combination of characters that BBQ has flagged as malicious and has blocked access.
This is only happening for digital downloads (Force Downloads is turned on in Woocommerce); there is no 403 error when purchasing physical products.
Deactivating BBQ resolved the problem.
This is an example of a return URL that generated the 403 error (with identifying info removed; inserted as CODE since it’s not a working URL):
