both canonical an noindex tag in one page

I have 2 topics (pages)first: https://matab365.com/mag/tag/blepharoplasty/
second: https://matab365.com/dir/blepharoplasty/I want to set both tag of canonical and noindex for first link. Because first link is used just for manage some articles and main target and page for blepharoplasty is second page
why i cant set both tag with each other ?
