Bootstrap page numbers on blog pages

I am creating my own theme that uses bootstrap. On my blog posts page, I need to have tabs with different blog posts, for example, page 1 will hold the latest 9 posts, page 2, will hold the 9 posts before that, so on. How can I achieve this?
