Bookings

When I test a booking for an event and register a test account for that event it registers that user correctly. I can see it under my Admin account.
However, when I go to Booking under the test account it doesn’t show that user account is Booked for any events, therefore cannot Cancel or Modify their Booking.
Is this something that should be available or can the user that booked an event not change their own Booking?
