Booking Rules Not Overiding

Booking rules are not working as described in the documentation. In there it says the last rule will overide previous rules but in my case its working backwards.

My 3rd rule is including times from my 1st rule.

rule 1 – Tue, Wed, Thu, Fri 9:00 to 13:00 second shift 13:30 to 17:20

rule 2 – Sat 10:00 to 14:00

rule 3 – Wed, Thu, Fri 15:00 to 21:00 second shift disabled – Time range: 23rd Nov to 25th Nov

With rule 3 enabled on the booking form on those dates its showing from 9:00 where it should be from 15:00
