Booking Form submission adds all available tickets to the booking

I am in the process of setting up bookings with multiple ticket types and I have a problem with the booking form that results in overbooking of tickets.
1) Create an Event, add two ticket types, setting a minimum order to 0
2) Enable Booking for the event, enable Guest bookings with no login required.
3) Go to the event listing and select the event.
4) Note the booking form is displayed showing both ticket types, each with a minimum quantity of 1
5) Without changing the ticket quantities enter a name and email address and book
6) Goto Booking Manager and note that a booking has been created for 2 ticketsWhat I would expect with a multiple ticket event is that by default, each ticket type for the event is set to 0 in the booking form until the user selects a quantity and then only the quantity selected is ordered.
Am I doing something wrong, is this current design or have I stumbled on a bug?
