Blog Summary function isn’t working as expected

I’m just getting things installed and setup and having some difficulty which I’m fairly sure is simply my ignorance of WordPress. I need some direction from one of our more seasoned users.
1. I am using categories to drive two different pages for different blog types. This is working but not as expected.
2. What I’m finding is that in order to give access to the comments for users they must click on the title of the blog article to get to a page with the comment at the bottom and navigation to advance or rewind the blog view from the current position. This seemed confusing so I set the option ‘For each article in feed, show’ to Summary (Dashboard > Settings > Reading).
3. The initial display when my link for each section comes up with the ‘Full Text’ of the blogs rather than ‘Summary’. User still must click on the Title of the blog in question to see the comment box at the bottom of the article.This is very confusing for the user, and I’m afraid that there will be little or no discussions of the articles as a result, which was my prime interest in moving my blog from my personal site to a dedicated site based on WordPress.
Thoughts? Suggestions?
