Blog Style 2 Column Layouts

If I set the layout to 4 columns, I get 4 posts on the top row and 3 posts each row till expiry.
If I set the layout to 3 columns, I get 3 posts on the top row and 2 posts each row till expiry.

My expectation is that I would fill all columns set till expiry.
