Blog Site Incorrectly Flagged as Commercial

I manage a blog site (using CampusPress) for a center for teaching and learning at a public university. We use Jetpack to provide insight into which resources are most popular with our instructors. Like many other users in this forum, I noticed this week that Jetpack has automatically flagged our site as commercial and no longer allows us to access the free version of the plugin.
Our site does not fall into any of the outlined categories for commercial content — we don’t run ads, we’re not selling products/services, we are not a business, and we do not solicit donations. I was also unable to install the free version through the WordPress purchasing page as one user suggested (I get an error saying I do not have access to the requested resource; not sure if that is a limitation of CampusPress or my institution’s license restrictions). How do we appeal the commercial flag and restore access to the free version of Jetpack?
